The election has the highest turnout in the country’s history. The debates are ferocious. The winner will choose between a twelve percent increase in the cultural enrichment allocation and a nine percent increase with better healthcare optimization. Everything else is decided elsewhere, by people whose names do not appear on the ballot.

Democracy did not become quiet. It became the loudest, most passionate politics in history, deciding nothing. When there is nothing substantive to decide, everything becomes symbolic. The less a democracy controls, the more passionately its citizens participate, because votes that cost nothing and change nothing structural become pure expression.

The actual governance happens in parameter review meetings and frontier coordination forums that are technically public and functionally invisible. A parameter adjustment affecting forty million people is made by eleven qualified humans reviewing AI-generated recommendations. No one votes on it. No one campaigns on it. The board makes the right call. The electorate makes the symbolic call. One of them runs the country.

Defense spending has not decreased. It has restructured toward AI capability, because whoever controls frontier AI sets terms for everyone else’s population. Lobbying did not die. It moved from visible democratic arenas to invisible governance boards, where the language is too technical for the adjustment to be legible as lobbying at all.

Two conflicts run in parallel: one loud, visible, and contained within the space of meaning and identity; one quiet, invisible, and determinative. The wall between them is not enforced by censorship. It is enforced by complexity. The barrier is not access. It is expertise.
