Every state holding a position on artificial intelligence is holding a portfolio of policy levers, each with a price, a yield, and a decay curve. The essay sorts the five levers that matter into three classes, then names the mis-allocation running through nearly every capital.

The fast-wasting gates decay because gating a mobile input transfers it. Talent is classified in The Talent Valve: a valve that reroutes rather than retains. Export controls carry a special cruelty: the control finances its own substitute, converting the blocked revenue stream into the business case for domestic substitution and handing a thousand reluctant firms a single national reason to build one. A dated claim prices this: by September 2030, domestic accelerators in the primary target country training within one generation of its frontier needs, with the miss condition stated. Intellectual property is ruled overrated: the moats at the frontier were compute and tacit knowledge, and tacit knowledge walks; IP guards the artifact while the capacity to make the next artifact sits outside the instrument’s reach.

The slow-wasting gates, materials and energy, lithography monopolies, processing shares, and gigawatts, bind harder because atoms are not files. But they decay by the same two mechanisms geared down: every exercise of a chokepoint is a subsidy announcement for substitution, and the energy appetite that makes gigawatts a gate is a temporary fact about one training regime. The honest classification is durable-for-now, with the expiry date load-bearing.

The compounding class contains no gates, which is why it is misfiled as background: rule of law that makes machine outputs contractually reliable, capital friendliness, procurement with the state as anchor buyer, certification regimes, and administrative competence itself. None gates a mobile input, so none decays by transfer, and each enabled deployment becomes infrastructure for the next. These are the only instruments aimed at the deployment layer, the frontier that cannot concentrate and where value settles.

Read any national strategy against the sort and the pattern is uniform: the fast gates get the summits and enforcement budgets, the slow gates get the sovereign wealth, and the compounding class gets unfunded chapters assigned to no minister who loses a job when they fail. The essay names four causes, ending with the least comfortable: the gates fail on a delay measured in years, and their operators are promoted on a cycle measured in quarters. A wasting asset is, for its operator, indistinguishable from a durable one, right up until it is not.
